on my SLES 15 SP3 I have

# type -a mkfs.vfat
mkfs.vfat is /sbin/mkfs.vfat
mkfs.vfat is /usr/sbin/mkfs.vfat

# file /sbin/mkfs.vfat
/sbin/mkfs.vfat: symbolic link to /usr/sbin/mkfs.vfat

# file /usr/sbin/mkfs.vfat
/usr/sbin/mkfs.vfat: symbolic link to mkfs.fat

# file /usr/sbin/mkfs.fat
/usr/sbin/mkfs.fat: ELF 64-bit LSB shared object, x86-64, ...

# rpm -qf /sbin/mkfs.vfat /usr/sbin/mkfs.vfat /usr/sbin/mkfs.fat

# rpm -e --test dosfstools
error: Failed dependencies:
dosfstools is needed by (installed) udisks2-2.8.1-1.39.x86_64

I got those RPMs installed by default.
