No, it doesn't

but

for OpenBSD I recomend:
man 8 dump
man 8 restore

or (reinstall with fuzzy packages)
1) tar your /etc
2) tar your /home
3) pkg-info -m > packages.out
4) anything else to back-up?
5) save all these files

now

1) reinstall new OpenBSD
2) pkg_add -iz -l packages # installs all your packages/with recent
version
3) extract etc-tarball (take care with /etc/fstab!!!!!!)
4) extract home tarball # check permsisions
6) anything else
7) reboot
8) done
