according to the first excerpt it seems you like to do
a usual "ReaR plus backup on USB disk" setup with
OUTPUT=USB
that create a bootable USB disk plus
BACKUP_URL=usb:///dev/disk/by-path/REAR-000
to backup to USB storage device.
This is described in "man rear" at

that shows in particular this etc/rear/local.conf
OUTPUT=USB
BACKUP=NETFS
BACKUP_URL=usb:///dev/disk/by-label/REAR-000
If you like to do a usual "ReaR plus backup on USB disk" setup
why don't you do it as usual as described there?
But according to the second excerpt it seems you like
to do something unusually special.
If yes what do you want to achieve with your
etc/rear/local.conf in the second excerpt?
I.e. what is the reasoning behind why you need
your special setup?
