the ReaR recovery system runs only within RAM (using a ramdisk)
and I guess you don't have 689M free RAM to store backup.tar.gz
inside the ReaR recovery system.

I wonder why you think you need to copy the backup.tar.gz
into the ReaR recovery system.

Why don't you use the NETFS backup (and restore) method
as usual with ReaR where the NFS share with the backup file
gets only mounted at a mountpoint in the ReaR recovery system
so that the backup.tar.gz is accessible from withing the
ReaR recovery system but it does not need to be copied
into the ReaR recovery system.
