[rear-users] Can EXCLUDE_MOUNTPOINTS be defined in local.conf?

I'm about to dive back into ReaR and document it's use as a central part of our DR plan.  I was going off old notes.  I guess that's how it worked out for me at the time.  Looking forward to using 1.14.
