  Update default.conf

Set ZYPPER_ROOT_PASSWORD and YUM_ROOT_PASSWORD
to a default value only if not already set so that the user can set it
e.g. with "export YUM_ROOT_PASSWORD=my_yum_system_root_password"
or "export ZYPPER_ROOT_PASSWORD=my_zypper_system_root_password"
before he calls "rear ..." so there is no need to have YUM_ROOT_PASSWORD
or ZYPPER_ROOT_PASSWORD in local.conf.
