  Update 200_include_serial_console.sh

It is no BugError when neither getty nor agetty are avaiable - such a case it is an Error
because the user must have the programs in REQUIRED_PROGS installed on his system.
It is also no BugError in ReaR when other getty names are not yet supported - such
cases would be enhancement issues for ReaR.
