  Debian packages now build successfully, albeit not with the correct version

The problem building Debian packages was related to the following:

 - bzip2 sources are not (longer) accepted
 - OBS should be able to build a packages with only rear.dsc and tarball
   (but it never worked like that)
 - we now get the various Debian control files directly from the tarball
